Rezoning & Strategic Assessments

Rezoning and strategic assessments examine the traffic and transport implications of a change in land use, rather than a single development proposal. Planning scheme amendments, rezonings and subdivisions set the framework for future development, so the surrounding transport network must support the full development potential of the land. We assess the traffic the land will generate once developed and identify the access arrangements and infrastructure needed to support it. Key aspects of our strategic assessments include:

  1. Trip Generation and Distribution: We estimate the traffic the land will generate under its proposed zoning, using empirical data from comparable developments, and distribute these trips across the surrounding road network.

  2. Network Capacity: We test whether key intersections and road links can accommodate the additional traffic, including intersection modelling where required.

  3. Access Strategy: We identify appropriate access points, road hierarchy and connections to the existing network, including the location and form of new intersections.

  4. Sustainable Transport: We assess access to public transport, walking and cycling networks, and identify opportunities to improve connectivity.

  5. Infrastructure Upgrades: We identify the road and intersection upgrades required to support development and the stage at which each upgrade is needed.

Councils and referral authorities rely on these assessments to determine whether the transport network can support the proposed land use. A clear, evidence-based assessment at this stage avoids costly redesigns later and gives decision makers confidence in the proposal.

We provide traffic input for strategic projects in both urban and regional settings. This includes:

  • Rezoning of rural land for residential and mixed-use development.

  • Staged residential subdivisions, including internal road layouts and connections to the arterial road network.

  • Lot access and crossover arrangements for subdivisions fronting arterial roads.

  • Planning scheme amendments and other strategic planning processes.
